Radio Operator พนักงานวิทยุบนแท่นขุดเจาะ – พนักงานวิทยุ ชื่อก็บอกอยู่แล้วเนอะ ไม่ต้องอธิบายมาก เป็นคนที่ดูแลซ่อมแซมแก้ปัญหาเบื้องต้น รับผิดชอบห้องควบคุมสื่อสารทุกชนิดที่เข้าหรือออกจากแท่น ทั้งระบบหลัก และ ระบบสำรอง ซึ่งสมัยนี้เป็นดิจิตอลหมดแล้ว

นอกจากนี้ยังต้องทำรายงานบันทึกคนเข้าออกแท่นทั้งทางฮ.และทางเรือ รายงานจำนวน ชื่อ บ.ที่สังกัด ที่อยู่เบอร์โทรติดต่อฉุกเฉินของคนบนแท่น ให้เป็นปัจจุบันอยู่เสมอ แล้วรายงานให้ company man และ OIM ทุกวัน เพราะว่า ถ้าแท่นขุดเป็นอะไรไป จะได้รู้ว่ามีใครอยู่บนแท่นบ้าง

สมัยก่อนใครจะส่งรายงานกลับฝั่งก็ต้องมาผ่านที่พนักงานวิทยุ เพราะทั้งแท่นมีแฟกซ์ โทรศัพท์เข้าฝั่ง เครื่องพิมพ์ เครื่องถ่ายเอกสาร อย่างล่ะเครื่อง อยู่ในห้องวิทยุ ก็ต้องมาเข้าคิวส่งรายงานกัน แต่สมัยนี้ มี wifi กันทั้งแท่น ทั้งคอมฯทั้ง smart phone ตามสบายเลยจ้าาาาาา

แน่นอนว่าจะต้องสอบผ่านและมีใบรับรองการเป็นพนักงานวิทยุ เท่าที่ผมทราบคือต้องไปสอบกับ กสช. (สมัยก่อนต้องไปสอบที่กรมไปรษณีย์โทรเลข) ส่วนสอบอะไร ยังไง เมื่อไร มีกี่ระดับ ใบรับรองมีอายุกี่ปี ผมก็ไม่ทราบครับ

โดยมากเป็นคนของบ.แท่นที่จ้างผ่านบ.เอเย่นต์ครับ

การทำงาน

ก็ 0600-1800 ผลัดล่ะ 21/21 หรือ 28/28 แล้วแต่ยบ.

ก็ไม่ไปไหนครับ ไม่ต่ออะไรไม่ได้ เพราะเป็นงานเฉพาะจริงๆ

ข้างล่างนี้คือตัวอย่าง คุณสมบัติและเนื้องานที่ผมหาได้จากเมื่อปี 2015 ซึ่งปัจจับันก็ไม่น่าแตกต่างจากนี้ไปมากนัก

Qualifications:

Bachelor’s degree in Air Traffic Control Graduate from Civil Aviation Training Center

College is preferred.

Non ATC graduate should be taken GMDSS-GOC Course and certified by MerchantMarine Training Center.

ㆍ 1-2 years prior related experience (Radio 2)
2-4 years prior related experience (Radio 1)

English Language TOEIC 600 or equivalent LPI = 2+ Familiar with various communication equipment Telephone/Email/Fax and Radio on VHF, SSB, CB & ATG.

Able to utilize PC and minimum require programs on Microsoft Excel, Word, Access & Power Point.

Able to work night shift on a 12 hrs./day basis.

Job Description:

• Handling incoming email, relay and save in the ‘O’ drive under “Inboxes” individual shared folders.
• Receipt and transmit email/facsimile/telephone communication to and from domestic and overseas and make necessary copies and distribution as required.
• Maintain SSB, VHF and Air to Ground radio contact between Songkhla and other radio stations based in Offshore, Vessels, Helicopters and Bangkok locations at all time 24 hours a day and 7 days a week in an efficient manner.
• Record the transaction of all messages and maintain communication of those related activities in the radio logbook. Events that may precipitate an enquiry should be recorded. Such events e.g. emergency radio transmission, telephone threats, building alarms, etc. must be entered with as much details as possible.
• Events details in the logbooks must be signed and retained for a period of 3 years.
• Standby for Emergency situation for example Fire, Bomb Threat, Emergency Drill and etc. Assist and relay the message to all concern departments both inside and outside company.
• Assist and coordinate the movement and control of contracted vessels in/outbound of CTEP jetty, PSB Jetty, Deep Sea Port, PTT Oil Terminal etc.
• Provide Daily Vessel Booking form and send to SKL Pilot station for the incoming, outgoing and shifting of the contracted vessel in Company Fleet.
• Handling, Record and Update all Vessel Movement, Vessel Activities and any other information concerning with Radio Room Operation in radio room logbook e.g. Vessel Arrival, Vessel Departure Vessel Shifting, Pilot boarding time, Vessel delay departure etc. Ensure that all vessel movements have followed the daily vessel plan smoothly.
• Prepare the electronic version of Daily Cargo Onboard Manifest. ( Cargo on Board Mailing)
• Issue the document “Vessel Arrival & Remaining Onboard” and distribute to all concern departments both inside and outside company.
• Provide the document Arrival/Departure Remaining on board for customdeclaration to BAFCO Agency every day and make sure that Radio Room receives this document from all contracted vessel.
• During the day when each vessel arrives or departs from Songkhla, the Radio Operator will have to update person on board for marine crew and passenger list of all contracted vessel in Company Fleet into the POB Tracking database.
• Standby for Flight watch in case of Emergency or Medivac flight if needed.
• Communicate with Aircraft and co-ordinate with other concern department such as, Medic on duty, Hospital or TAS.
• Preparing Contractor ID Cards for new crew, visitors and long term contractors.
• To check “Daily Patrol Report” and forward to all concern persons.
• To collect and forward POB offshore received from fields to relevant person.
• To forward the email Daily Vessel Schedule Report which is sent by the Dock and Transportation Group to OIM/DSM offshore facilities and other concern personnel at Bangkok and Songkhla.
• To monitor and record Transportation truck for Jet A-1 fuel and Service Van movement in Radio logbook.
• To receive Navigation Hazard Report in SKL Channel from the contracted vessels and report to SKL pilot station and SKL Marine department such as Navigation buoy is unserviceable, Fishing Stake of local fishermen for further handling and follow up accordingly.
• Radio Room will be a communication aid when Evacuation and Demobilization is activated during typhoon season at 24/7.
• To update the On Duty Roster weekly, Rig location and Boat carry Halliburton cement on the white board and other important information required for Radio Operator task.
• As a security surveillance system or Close Circuit TV is installed at Songkhla radio room, it is the responsibility of Radio Operator to help watch when available and random spot as necessary.
• Radio Operators on duty may be assigned other duties by Supervisors.
